As per your blood HCG levels, you have pregnancy and should be visible on ultrasound. Sometimes, when G sac is not seen in the uterine cavity, it may be ectopic and should be ruled out. Go for a repeat scan maybe in a week and confirm it. Delayed conception can also be there and then can be found in uterus cavity in next scan.
Normally a gestational sac is seen when HCG levels are around 1500 miu/ml. You can also seek a second opinion on ultrasound. Falling HCG levels though indicate fetal demise and hence other option is to repeat Hcg levels after 48 hrs and decide.
